Belgium could reduce its climate gas emissions as required under the Kyoto protocol purely through energy efficiency measures, a study by the Fraunhofer Institute has concluded. The report was carried out for Belgium's economic affairs ministry, and is part of a stocktaking of the country's energy policies, in light of its decision to abandon nuclear power.
Belgium has a relatively poor energy efficiency record, compared with its EU neighbours, the report states. Its conclusion that efficiency savings would be enough to fulfil Kyoto is based on the experiences of other EU countries in improving energy efficiency.
Beyond this, "a more dedicated energy efficiency policy" could achieve considerably greater reductions – a 30% cut in carbon dioxide (CO2) emissions by 2020 for example; thus "opening up potentials for a possible second commitment period in the Kyoto process".
Two areas – communication technology and domestic electrical appliances – come under particular scrutiny as areas where energy use is likely to rocket if unchecked. Major efficiency savings could be made by reducing the energy demand of appliances in both the off and standby modes, for example, the report notes.
